Well said, John. I think I agree with pretty much everything you say–definite vibe of "The Happiness Patrol" occasionally. However, I *like* the McCoy era, so I enjoyed the episode much more than you did, I believe. Still, a very strong second episode for the new Doctor.
I completely missed the McCoy similarities. Wow, you're right.
